    California. An area of land, water, and airspace in Fresno County, 
with the following components (Mt. Diablo Base Meridian): T14S R15E, 
E\1/2\ NW\1/4\ and NE\1/4\ Sec. 11, that part of W\1/2\ Sec. 12 north of 
the Southern Pacific Railroad, E\1/2\ Sec. 12; T14S R16E, that part of 
Sec. 7 south of the Southern Pacific Railroad.
    Within this area, the major constituent elements that are known to 
require special management considerations or protection are the hummocks 
and substrate that provide sites for burrow construction, and the 
natural alkali sink-open grassland vegetation that provides food and 
escape cover.

    California. An area of land, water, and airspace in San Luis Obispo

         San Bernardino Kangaroo Rat (Dipodomys merriami parvus)
 
    (1) Critical Habitat Units are depicted for San Bernardino and 
Riverside counties, California, on the maps below.
    (2) Within these areas, the primary constituent elements for the San 
Bernardino kangaroo rat are those habitat components that are essential 
for the primary biological needs of the species. Based on our current 
knowledge of this species, the primary constituent elements include:
    (i) Soil series consisting predominantly of sand, loamy sand, sandy 
loam, or loam;
    (ii) Alluvial sage scrub and associated vegetation, such as coastal 
sage scrub and chamise chaparral, with a moderately open canopy.
    (iii) River, creek, stream, and wash channels; alluvial fans; 
floodplains; floodplain benches and terraces; and historic braided 
channels that are subject to dynamic geomorphological and hydrological 
processes typical of fluvial systems within the historical range of the 
San Bernardino kangaroo rat. These areas may include a mosaic of 
suitable and unsuitable soils and vegetation that either (A) occur at a 
scale smaller than the home range of the animal, or (B) form a series of 
core areas and linkages between them.
    (iv) Upland areas proximal to floodplains with suitable habitat 
(e.g., floodplains that support the soils, vegetation, or 
geomorphological, hydrological and aeolian processes essential to this 
species). These areas are essential due to their geographic proximity to 
suitable habitat and the functions they serve during flooding events. 
These areas may include marginal habitats such as agricultural lands 
that are disced annually, out-of-production vineyards, margins of 
orchards, areas of active or inactive industrial or resource extraction 
activities, and urban/wildland interfaces.
    (3) Existing features and structures, such as buildings, roads, 
railroads, airports, other paved areas, lawns, and other urban 
landscaped areas, do not contain one or more of the primary constituent 
elements. Federal actions limited to those areas, therefore, would not 
trigger a consultation under section 7 of the Act unless they affect the 
species and/or primary constituent elements in adjacent critical 
habitat.

    2. Within these areas, the primary constituent elements for 
Peninsular bighorn sheep are those habitat components that are essential 
for the primary biological needs of feeding, resting, reproduction and 
population recruitment, dispersal, connectivity between ewe groups, and 
isolation from detrimental human disturbance. The principal biological 
and physical constituent elements that are essential to the conservation 
of Peninsular bighorn sheep include: space for the normal

behavior of groups and individuals; protection from disturbance; 
availability of the various native desert plant communities found on 
different topographic slopes, aspects, and landforms, such as steep 
slopes, rolling foothills, alluvial fans, and canyon bottoms; a range of 
habitats that provide forage, especially during periods of drought; 
steep, remote habitat for lambing, rearing of young, and escape from 
disturbance and/or predation; water sources; suitable linkages allowing 
individual bighorn to move freely between ewe groups and maintain 
connections between subpopulations.
    3. Towns and similar developed lands, which do not provide primary 
constituent elements, are not critical habitat. Road and railroad 
rights-of-way, flood control facilities, or other facilities that must 
be traversed by bighorn sheep to maintain connectivity between 
subpopulations, or otherwise may provide food, water, or cover for 
Peninsular bighorn sheep, are considered to support primary constituent 
elements, and therefore are included as critical habitat.

    Arizona. Areas of land, water, and airspace in the Coronado National 
Forest, T. 8 S., R. 24 E., and T. 9 S., R. 24 E. (Gila and Salt River 
Meridian), Graham County, with the following components:
    1. Hawk Peak-Mount Graham Area. The area above the 10,000-foot 
(3,048-meter) contour surrounding Hawk Peak and Plain View Peak, plus 
the area above the 9,800-foot (2,987-meter) contour that is south of 
lines extending from the highest point of Plain View Peak eastward at 
90 deg. (from true north) and southwestward at 225 deg. (from true 
north).
    2. Heliograph Peak Area. The area on the north-facing slope of 
Heliograph Peak that is above the 9,200-foot (2,804-meter) contour 
surrounding Heliograph Peak and that is between a line extending at 
15 deg. (from true north) from a point 160 feet (49 meters) due south of 
the horizontal control station on Heliograph Peak and a line extending 
northwestward at 300 deg. (from true north) from that same point.
    3. Webb Peak Area. The area on the east-facing slope of Webb Peak 
that is above the 9,700-foot (2,957-meter) contour surrounding Webb Peak 
and that is east of a line extending due north and south through a point 
160 feet (49 meters) due west of the horizontal control station on Webb 
Peak.
 
    The major constituent element is dense stands of mature spruce-fir 
forest.

Unit 4 (Ledyard Bay), and Unit 5 (the Wintering Unit in the Bering Sea 
between St. Lawrence and St. Matthew Islands) for reference only. The 
areas in critical habitat are described below.
    2. Within these areas, the primary constituent elements are those 
habitat components that are essential for the primary biological needs 
of feeding, nesting, brood rearing, roosting, molting, migrating and 
wintering. The primary constituent elements for Units 1 and 2 (the Y-K 
Delta units) include the vegetated intertidal zone and all open water 
inclusions within this zone. Primary constituent elements for the Norton 
Sound Unit (Unit 3) and the Ledyard Bay Unit (Unit 4) include all marine 
waters greater than 5 m (16.4 ft) in depth and less than or equal to 25 
m (82.0 ft) in depth, along with associated marine aquatic flora and 
fauna in the water column, and the underlying marine benthic community. 
Primary constituent elements for the Wintering Unit (Unit 5) include all 
marine waters less than or equal to 75 m (246.1 ft) in depth, along with 
associated marine aquatic flora and fauna in the water column, and the 
underlying marine benthic community. Critical habitat does not include 
those areas within the boundary of any unit that do not fit the 
description of primary constituent elements for that unit.

entrances to Izembek Lagoon, for approximately 64 kilometers (40 miles) 
to a point in the waters of Bristol Bay at longitude 162 deg.30[min] W, 
and at a distance of 400 meters (\1/4\ mile) perpendicular to the line 
of mean high tide;
    Thence south along the line of longitude 162 deg.30[min] W, to the 
line of mean high tide and the True Point of Beginning.
 
             Oahu elepaio (Chasiempis sandwichensis ibidis)
 
    (1) Critical Habitat Units are depicted for the City and County of 
Honolulu on the maps below.
    (2)(i) Within these areas, the primary constituent elements required 
by the Oahu elepaio are those habitat components that are essential for 
the biological needs of foraging, sheltering, roosting, nesting, and 
rearing of young. These primary constituent elements are undeveloped 
wet, mesic, and dry forest habitats with a generally continuous canopy 
and a dense understory and that are composed of native and/or introduced 
plant species. Such forests are found in valleys and on mountain slopes 
and ridges. The primary constituent elements associated with the 
biological needs of dispersal and genetic exchange are undeveloped wet 
or dry shrub land and wet or dry cliff habitats composed of native and/
or introduced plant species that separate elepaio populations. Elepaio 
may not establish territories in shrub or cliff habitats and may use 
them only transiently, but undeveloped areas containing these habitats 
are important for linking populations by providing dispersal corridors 
and promoting genetic exchange among populations.
    (ii) Within the forests and shrub lands providing the primary 
constituent elements, plant species composition varies with rainfall, 
elevation, and degree of habitat disturbance, and plant species occur in 
a variety of assemblages. Common native and introduced species within 
these plant assemblages include, but are not limited to, ohia 
(Metrosideros polymorpha), koa (Acacia koa), papala kepau (Pisonia 
umbellifera), lama (Diospyros sandwicensis), mamaki (Pipturus albidus), 
kaulu (Sapindus oahuensis), hame (Antidesma platyphyllum), alaa 
(Pouteria sandwicensis), aalii (Dodonaea viscosa), naupaka kuahiwi 
(Scaevola spp.), pukiawe (Styphelia tameiameiae), uluhe (Dicranopteris 
linearis), guava (Psidium guajava), strawberry guava (P. cattleianum), 
mango (Mangifera indica), kukui (Aleurites moluccana), christmasberry 
(Schinus terebinthifolius), ti (Cordyline terminalis), rose apple 
(Syzygium jambos), mountain apple (S. malaccense), and Java plum (S. 
cumini).
    (3) Existing developed features and structures, such as buildings, 
roads, aqueducts, antennas, water tanks, agricultural fields, paved 
areas, lawns, and other urban landscaped areas, that do not contain one 
or more of the primary constituent elements, are not included as 
critical habitat.
