SUBJECT:  General Accounting Office (GAO) Report "Food Safety and
          Quality"
 
 
Enclosed is a copy of the GAO Report to the Chairman, Human
Resources and Intergovernmental Relations Subcommittee, Committee
on Government Operations, House of Representatives report titled
Food Safety and Quality and subtitled FDA Strategy Needed to
Address Animal Drug Residues in Milk.
 
This report was released at the Subcommittee hearing on "Problems
with FDA's Monitoring of the Milk Supply for Animal Drug Residues"
on August 5, 1992.
 
The report reviews (1) the Food and Drug Administration's (FDA) and
the states' efforts to test for and control animal drug residues in
milk and (2) FDA's extra-label drug use policy.
 
The report makes recommendations for improving milk monitoring to
the Commissioner of Food and Drugs.
 
Copies of this memorandum are enclosed for distribution to State
Milk Sanitation Control Agencies and State Milk Rating Officers in
