There will be a few instances where facilities repeatedly fail to achieve compliance with requirements that are essential to control hazards that are serious public health concerns. Regulatory authorities should have a well-defined, step-by-step enforcement procedure in place. The enforcement process must be applied fairly and uniformly and with consistency when risk factors are repeatedly found to be out of control.
