Sweetened condensed milk, for which a standard of identity has
been established in 21 CFR 131.120, must contain not less than 28 percent by weight of total
milk solids and not less than eight percent by weight of milk fat. Sweetened condensed skimmed
milk (21 CFR 131.122) must contain not more than 0.5 percent by weight of milk fat unless
otherwise indicated and not less than 24 percent by weight of total milk solids. The quantity of
nutritive carbohydrate sweeteners used in sweetened condensed milk products must be sufficient
to prevent spoilage.
