FDA Announces Transitional Compliance Policy Guides on Prior Notice
of Imported Food Shipments and Registration of Food Facilities Under the Bioterrorism Act

FDA has announced the issuance of two compliance policy guides, one for prior notice of imported food shipments and one for registration of food facilities. One compliance policy guide deals with the enforcement of Bioterrorism Act's requirements that FDA receive a prior notification of all human and animal food products, beverages, and dietary supplements imported or offered for import to the U.S. The other compliance policy guide deals with the new requirement that all facilities that manufacture/process, pack, or hold food for consumption in the United States be registered with FDA. The two new regulations went into effect on December 12, 2003. FDA Publishes Questions and Answers on Prior Notice of Imported Food Shipments and Registration of Food Facilities

FDA has published two new guidance documents for industry, one pertaining to prior notice of imported food shipments and one for registration of food facilities. Each guidance document provides a list of questions that have frequently been asked about the requirements of either the prior notice regulation or the registration regulation, and the answers to the questions. The documents are being issued to help the food industry and others comply with the legal requirements established by these interim final rules. FDA Publishes Final Retail and Cosmetics Guidances for Industry

FDA has published two final guidance documents, entitled "Guidance for Industry-Retail Food Stores and Food Service Establishments: Food Security Preventive Measures Guidance" and "Guidance for Industry-Cosmetic Processors and Transporters Cosmetics Security Preventive Measures Guidance." These guidances are intended to help operators of retail or cosmetics establishments in identifying preventive measures to minimize risk to the products under their control.
