In the original 1978 Tetra Pak filing for web fed system, there was an understanding that the package material was relatively clean (1 spore/1 liter package; which resulted in the target of a 6 log reduction of Clostridium botulinum)
There was a carryover of this to blank fed systems, and the sterilization of the sterile zone
